President's Management Agenda (PMA)
By far the most pressing of the management initiatives,
the President's Management Agenda defines five
major performance management reforms for federal
agencies to implement, complete with accountability
report cards and standards for success.
• Budget-Performance Integration
• Competitive Sourcing
• Improved Financial Management
• Expanded e-Government
• Strategic Management of Human Capital
Program Assessment
Rating Tool (PART)
The Office of Management and Budget has created
an evaluation tool that can be used to assess
the performance of individual programs during
the federal budget process. PART assessments
require a substantial performance case for each
federal program-covering program relevance,
planning, performance measurement, management,
and results.
Government Performance
and Results Act (GPRA)
This statute requires every federal agency to
develop a long-term Strategic Plan and an annual
Performance Plan to guide management and budgeting
of federal programs. GPRA also requires the
development and inclusion of outcome-oriented
performance measures for agency budget requests.
IT Business
Cases/Performance Measures
From the Clinger-Cohen Act to Exhibit 300 budget
justifications under OMB Circular A-11, government
IT managers must develop capital plans and performance
measures to guide and evaluate agency IT budgets.
Financial Management
and Integrity
From the Chief Financial Officers Act to Government
Waste Corrections Act, government agencies are
asked to implement timely and audited financial
management systems that produce full cost accounting
for program activities, while reducing payment
errors and enhancing integrity.
Human Capital
Planning/Workforce Assessments
Government agencies are now required to conduct
comprehensive workforce assessments and develop
human capital plans to enhance recruitment,
retention, deployment, training and development
of a quality workforce.
Employee Performance
Management
Individual employee performance plans and evaluations
are now being implemented across government
to drive performance concepts throughout all
levels of the organization. In some cases, agencies
are exploring new pay structures, bonuses and
performance-based pay systems.
Competitive
Sourcing/OMB Circular A-76
This OMB Circular allows federal agencies to
achieve cost efficiencies in commercial program
activities through public-private competitions
and outsourcing. The revised A-76 process puts
a premium on cost and performance evaluations
in the competitive sourcing process.
Contracting
and Acquisition
The recently-passed Service Acquisition Reform
Act (SARA) is but one of a number of federal
statutes that require expanded use of performance-based
contracts and other performance-based procurement
methods.
State and Local
Government
Forty-six out of 50 states have a formal strategic
planning and performance measurement statute
on their books... and virtually all states and
localities are implementing the performance-based
reforms outlined above.
