Performance-Based Budgeting

The bar has been raised for federal programs to tie their goals with the resources they have been allocated. The initiative of Budget- Performance Integration calls for federal programs to create outcome oriented goals and measures and align their allocated resources with those goals. With the release of the Program Assessment Rating Tool (PART) in 2002, the administration established the clear
commitment to performance and accountability for federal programs. By demanding measurable results, goals and accountability for resource allocation, the PART integrates the core aims of budget-performance integration and performance plans. Acquiring the skills to integrate program goals with justification of budget estimates will aid in your program’s ability to define and
manage for results and communicate with program stakeholders and appropriators.

Key Methodologies Covered

This training will focus on developing performance goals and measures by applying the Government Management Logic Model Framework as a template for developing accurate and succinct performance goals and measures for government programs. This framework will aid government managers in the stewardship of the annual and long-term objectives of the individual program and the organization, and is in compliance with GPRA performance criteria as well as OMB PART guidance.
