The Human Capital Management Certification Program provides a complete solution to all major human resource management improvement challenges facing government.

Strategic Alignment

Workforce Planning & Deployment
Agency is citizen-centered, delayered and mission-focused, and leverages e-government and competitive sourcing.

Leadership & Knowledge Management
Agency leaders and managers effectively manage people, ensure continuity of leadership, and sustain a learning environment that drives continuous improvement in performance.

Results-Oriented Performance Culture
Agency has a diverse, results-oriented, high performance workforce, and has a performance management system that effectively differentiates between high and low performance, and links individual/team/unit performance to organizational goals and desired results.

Talent Development & Management
Agency has closed most mission-critical skills, knowledge, and competency gaps/deficiencies, and has made meaningful progress toward closing all.

Accountability for Results
Agency human capital decisions are guided by a data-driven results-oriented planning and accountability system.

Homeland Security Act
The legislation creating the Department of Homeland Security allows its top officials wide latitude to design a flexible compensation and human resources management system.

Defense Reauthorization Act
This legislation allows Defense managers to throw out the half-century old General Schedule classification system and replace it with a new pay-for performance system. The Defense Reauthorization Act also allows Defense officials to rewrite the rule governing collective bargaining with agency unions and hire skilled workers more quickly.

Government Performance Results Act
This statute requires every federal agency to develop a long-term Strategic Plan and annual Performance Plan to guide management and budgeting of federal programs. GPRA also requires the development and inclusion of outcome-oriented performance measures for agency budget requests.

President's Management Agenda
By far the most pressing of the management initiatives, the President's Management Agenda (PMA) defines five major performance management reforms for federal agencies to implement-complete with accountability report cards and standards for success.
• Budget-Performance Integration
• Competitive Sourcing
• Improved Financial Management
• Expanded e-Government
• Strategic Management of Human Capital
