Section
Four:
Program Results
Section
Four of the PART is the final culmination of a program's framework.
With a weighting of 50%, the results section focuses on the bottom-line
importance of outcomes, while also addressing key components of
previous sections. By focusing on the results of performance goals
and measures, it becomes transparent and integrated with the planning
and management portion of the PART.
To
receive a score of "Effective" for the Program Results
section, it is imperative that the program meet certain goals, such
as its long-term and annual performance goals. To attain a full
"yes" answer, a program must meet all the goals that were
stated and evaluated in the Strategic Planning section. A four-point
scale opens the door to partial achievement of performance goals.
Should the program does not meet these criteria, it becomes ineligible
from answering additional questions because the program has not
improved upon its performance goals since last year.
SAMPLE
QUESTIONS:
Has the program demonstrated adequate progress in achieving its
long-term outcome goal(s)?
Does
the program (including program partners) achieve its annual performance
goals?
ELEMENTS
OF A "YES" ANSWER:
To assign a "yes" answer and receive full credit, the
program must meet all the goals stated in questions one and two
of the Strategic Planning section. However, partial credit may be
given where there is partial achievement. Like in the other sections,
agencies must provide supporting evidence for their answer. In this
case, goals, targets and achieved results can be listed, as well
as data from agency GPRA reports. If a "no" was assigned
to questions one or two of the Strategic Planning section, the program
automatically receives a "no" for these questions in the
Program Results section.
