About this Web Site:

This web site is dedicated to increasing the transparency of government at all levels: federal, state and local.  What is government transparency and why should taxpayers demand it?  A government is transparent when it reports its results and accomplishments back to the people who "own" it: the taxpayers.  Transparency requires government to measure its performance, report on success and failure, and demonstrate a clear and compelling case for continuing to fund specific programs.  Simply put, government programs should only receive taxpayer dollars when they demonstrate clear results.

This website designed to benefit the ordinary taxpayer wanting information on what they are getting for their tax dollars, as well as government managers wanting to implement the principles of transparency, accountability and performance in their individual programs to demonstrate their worth to the taxpayer.

Help us advance government transparency by reviewing the resources on this site and adding additional content on the performance of government.

The findings of the first PART analysis were released on Feb. 3 as accompaniment of the President's FY04 budget. The Performance Institute has analyzed the data from all 234 evaluations and organized it into several formats in order to create a context for the results of an individual program or agency.

Raw Data - Here you will find the original 234 Excel spreadsheets, exactly as released by the Office of Management and Budget. Each file can be opened or downloaded individually, or downloaded as a compressed ZIP file containing all 234 files.

Inventory of Original Program Data Files

Overall Results by Program - For each program, the subtotals of each section of the PART were extracted and put into a master document. Those subtotals were then added up and averaged. All six columns of data (four PART sections, aggregate and average) are contained on each of these three spreadsheets.

Overall Results by Cabinet Department - For each agency, the data collected for each of its evaluated programs was added up and averaged to create agency-wide scores. NOTE: This data should not be construed as an evaluation of the agency's management performance. It is merely an evaluation of the programs within an agency.

Clicking on the links below will take you to pages that will explain how to interpret each section, as well as the results and rankings.

Overall Results by Program Type - The Office of Management and Budget created customized PART evaluation forms for the seven different program types. After building a master spreadsheet containing the section subtotals, the aggregate, and the average scores, the list was divided according to the program type. Then it was ranked. Those rankings are below.
