Three Ways to Master the New A-76 Guidelines on Competitive Sourcing and Outsourcing in Government

Dear Government Executive:

The wait is over…the mandate is clear…competition is here to stay. On May 28, 2003, the rules for competitive sourcing in the federal government were dramatically changed with the final adoption of a revised Circular A-76. The new rules are designed to make the process for managing public-private competitions and direct conversion outsourcing more streamlined, cost-efficient and performance-based. At the same time, the White House reiterated its goal to meet targets for beginning competitions in the landmark “Proud-to-Be” memorandum from OMB Deputy Director Clay Johnson.

Drawing upon its work with individual government agencies, as well as its core expertise in performance and competition in government, the Performance Institute has taken a leading role in shaping the new landscape governing competitive sourcing. To access solutions for achieving success under the new rules for competitive sourcing, agencies can chose from three options being provided through the Institute: attend the 2003 Competitive Sourcing Summit being held in August, schedule a customized in-house training session on the new A-76 guidance and/or receive a one-hour briefing on changes in competitive sourcing.

OPTION 1: 2003 National Summit on Competitive Sourcing in Government Under a Revised A-76 Circular
The Institute is joining a number of good-government groups in hosting this timely summit, which will provide you with up-to-date information on the new competitive sourcing developments and how to use these changes to keep your agency in compliance with the new A-76 guidelines. Hear directly from some of the leaders who helped shape the new process on key issues, from practical techniques to managing successful competitions. Sessions will focus on major changes to A-76—providing not only an overview of the requirements but also examples and tips for agency implementation.

OPTION 2: Customized Training In Your Agency
Many agencies are scheduling in-house training sessions for their staff on the new A-76 guidelines. These customized sessions are designed to walk through A-76 changes for major parts of the competition process, including preparation of the PWS/QASP, source selection using various options, simple methodologies for evaluating “best value” in competitions, ways to improve the performance standards used in competitive sourcing decisions and tips on establishing a robust “streamlined competition” process.

OPTION 3: Briefing on Changes in Competitive Sourcing
At the very least, agencies should take advantage of a free one-hour briefing on the new A-76 guidelines being offered by the Institute. The briefing covers the 10 major changes to competitive sourcing and provides an overview of why competitive sourcing is a key ingredient for building a performance-based government. Institute experts can also answer agency and competition-specific questions during this informational session.

The Time to Act on Competitive Sourcing is NOW
This fall, agencies across the federal government will be expected to begin competing thousands of positions using the new A-76 guidance. As this is the very first forum examining the new A-76 process, space will be limited and seats will fill quickly. To reserve space for you and your team, register today by calling 703-894-0481 or visiting us online at www.competitive-government.org. I look forward to seeing you in August!

Sincerely,

Carl DeMaio

Institute Research

“Creating a Performance-based Competitive Sourcing Process”

During 2002, the Performance Institute and Reason Foundation collaborated on a research initiative to survey federal competitive sourcing managers for ideas for improving the A-76 process.  Those recommendations were compiled and issued to the Administration and Congress in a report in October, 2002.  Many of the observations, ideas, and recommendations are directed at agency officials—suggesting a number of ways agencies can improve their competitive sourcing initiatives and focus their internal processes more on performance and “best value.”  To access this groundbreaking report, click here.
