In accordance with the Government Performance Results Act of 1993, agencies are required to submit performance reports outlining not only their performance, but their plans for the upcoming fiscal year. The plans analyzed below represent FY2002 performance plans, the roadmap the agencies wished to take for the past fiscal year. During the PART assessment of federal programs, OMB graded programs based on their performance goals, both long-term and annual. Analysis of these reports were done by GAO and the Mercatus Center, gauging the transparency and the accountability of these agencies as well as the management challenges they would face in upcoming fiscal years.
