Performance measures are the primary vehicle for
aligning IT investments to tangible improvements in agency efficiencies
and effectiveness. Moreover, when combined with a risk management
strategy, performance measures can provide IT management informed
strategic management decisions at every step of way, from planning
to implementation to review. This course provides a thorough framework—known
as the Performance Logic Model—for defining performance
measures for IT projects that are aligned to program mission and
goals. You will emerge with model performance measures for common
IT initiatives as well as a command of useful methods for defining
your own performance measures.

Using an Integrated Portfolio
Management Process to Demonstrate Effective, Mission-Aligned
Performance Measures
In order to show “accountability,” a program
must demonstrate that the basic performance metrics for
the program are being met. Through the use of a portfolio
management program, performance metrics are built into the
process at the beginning. Not only are the three pyramid
values of Cost / Time/ and Result tracked through customized
lifecycles and milestones, but actual business benefits
are monitored. Portfolio management can assure that on on-going
basis the agency’s assets; both individually and collectively,
continue to deliver the desired outcomes in an efficient
and effective way

Monitoring and Evaluating
Performance Measures
Since a clear vision of the ‘end state’ and the
desired business outcomes was established at the outset, harvesting
those benefits is a critical final step in the portfolio management
process that allows the program to associate what was promised
with what was actually accomplished. Agency programs are now
monitored as a portfolio, not only are individual result tracked
but the program can be dynamically evaluated against each
other. The portfolio management program is structured to integrate
with, not replace, monitoring and management mechanisms already
in place within agencies.
