In
his 2004 budget proposal, President Bush released detailed
evaluations of the results of 20 percent of all federal programs
conducted by the Office of Management and Budget using the
Program Assessment Rating Tool (PART). The evaluations not
only reveal which programs are working and which are not,
but represent a significant step towards performance-based
budgeting in the federal government.
A
coalition of good government groups is convening a dialogue
summit for legislative staff and executive branch officials
to explore three timely questions:
How can Congress use the program performance information
contained in the Presidents 04 budget proposal
to assist in its oversight, authorization and appropriations
decisions?
What kind of performance information should federal
agencies provide to Congress?
Can the PART be utilized in the Presidents
FY04 Budget be used by both the Legislature and the Executive
Branches to evaluate the results of each federal program?
Space
will be limited, with summit participants selected to represent
each Congressional committee and executive branch agency.
