Dear Emergency Response Professional:

Update From the Director of National Capital Region Coordination: The Department of Homeland Security
The Federal Homeland Security Act of 2002 established the directorate of National Capital Region Coordination for Emergency Response to ensure adequate planning and allocation of resources among jurisdictions in the National Capital Region. That region includes Maryland, Virginia, the District of Columbia, seventeen local jurisdictions, regional authorities, and private companies responsible for critical communication and electrical infrastructure. To gain a better understanding of the new federal reorganization and funding programs for state and local first responders you are invited to attend The 2003 Homeland Security Summit: Scenario-Based Preparedness Planning and Operations Analysis for First Responders on July 14-16, 2003, at the Crystal City Hilton in Arlington VA. Pre-Conference Workshops: Interactive Training Simulations: Terrorism Scenarios Every First Responder Should Know

On the day before the official opening of the conference, attendees will be divided up into classes of 30-40 to ensure equitable stakeholder representation from the vast array of service and response areas. The smaller breakout sessions will review identical scenarios and are designed to enhance productive facilitation, instruction and participation. Each class will then go through two half day scenarios led by expert instructors. The two major scenarios include: Radiological Attack in a Shopping Mall and a Chemical Attack in an Urban Setting.

Understand The New Federal Reorganization and The Future of Federal Assistance

This conference features extensive participation from the Department Homeland Security, the agency leading the largest federal reorganization in 50 years. In addition to the FBI, the various different agencies that have been reorganized into the new federal department will be represented to discuss their function in the new department. These include The Office of National Preparedness at FEMA, and the Office for Domestic Preparedness at the Department of Justice, and the Federal Protective Service at the General Services Administration. Your federal partners in the war on terror will explain the significance of the new department and how it will change federal assistance to state and locals.
