California Quality of Life Index The Council uses performance measures and benchmarks to analyze and compare the results of key government services at both the state and local levels of government. By examining and comparing performance, the CQLI determines which government agencies are providing "best-in-class" service to citizens to improve the quality of life of every Californian.
