Keynote Address: Performance-Based Contracting and Outsourcing Strategies for Government IT Programs Management

The Bush Administration has set strict goals for service contracts to meet performance-based standards and has signaled a target of 50% of all contracts to be performance-based by 2005! In accordance with these goals, the Office of Management and Budget (OMB) has established new rules and regulations for government-contracting agencies. Performance-based is not just a passing trend, it is the mandated of the moment!

The performance of goverment IT functions are increasingly under scrutiny as federal budgets continue to shrink. Establish performance-based contracts and combine performance measures with IT strategies to create effective, measurable results. Use partnerships and outsourcing and still ensure effective project management. Effectively allocate resources and create long-term IT strategy and success. Show your organization and your contractors' performance results today!

9:45 Latest Federal Guidance: The Streamlined Model for IT Outsourcing and the New Requirements of the 2002 e-Government Act and OMB Circular A-76
The Office of Management and Budget has indicated that they will recommend new or continued funding for only those capital asset investments that satisfy these criteria. IT projects must now reduce risk by avoiding or isolating customer-designed components to minimize the potential adverse consequences on the overall project, demonstrate a projected return on the investment that is clearly equal to or better than the alternative uses of available resources, and support work processes that have been simplified or otherwise redesigned to reduce costs.
