Keynote Address: Achieving “Citizen-Centered”Government
in Florida
Like most other state governments in this time of fiscal uncertainty,
Florida faces unprecedented challenges and opportunities in the
coming years. Effective, “citizencentered” government
depends on the ability of our leaders to enhance performance and
accountability throughout the state. The State of Florida has
launched a number of initiatives in recent years meant to improve
accountability, transparency, competition and performance in government
services. Listen to a panel of Florida’s key decisionmakers
discuss the past, present and future of management reform initiatives
in the State.

A Comprehensive Framework for Reforming Florida Government: The
Citizens’ Budget and the Five Pillars of Reform
Last year, Carl DeMaio released the Citizens’ Budget plan
which demonstrated how transforming state agencies could produce
substantial cost savings and solve the California’s budget
deficit. The Orange County Register editorialized that the Citizens’
Budget would “lay the foundation for finding a sensible
and lasting way out of the current crisis” and “the
result would be a more efficient government and more business-friendly
state.” The Los Angeles Times reported that the Citizen’s
Budget has become the “playbook” for the new administration.
Hear how state agencies can learn from the Citizens’ Budget
by focusing on the “five pillars” of high performance
— strategic planning/performance measurement, performance-based
budgeting, human resources management, performance-based contracting
and information technology/e-Government.

Leadership Panel: Incorporating Citizens’ Expectations in
Performance Management
Use this session to put ideas into action. The citizens of Florida
are demanding transparency, accountability and most importantly,
