7b

Restrain City Employee Salary Increases by implementing a FY 2006 Salary Freeze, Followed by a 1.5% “Cost of Living’ Increase in FY 2007, and a 1.5% “Performance Pay Increment” in FY 2008 (Divert all Savings to Pension Fund)

#9

Reduce Corporate Welfare and Subsidies to Special Interests

9a

Achieve Full Cost Recovery on Special Events

I do not agree that full cost recovery can be achieved for all special events, nor would I support that. This would eliminate many wonderful arts programs and community events.

9b

Assess Fair Market Value Rent for City Properties

I do not agree that fair market value rent should be charged for all city properties. For example, there are many non-profit organizations that provide a public benefit such as childcare and recreational programs and I would consider that when assessing fair market value. Money is not the only measure of value.

9c

Expand Corporate Sponsorship Opportunities to Provide Vehicle for “Giving Back” to the San Diego Community

I do not support turning our City into a giant billboard for corporate advertising (such as billboards on our beaches) and would not support this if this is what you have in mind. I am happy to continue to accept corporate donations and welcome them so long as they do not come with strings attached. I also would not support becoming overly reliant on corporations to fund basic city services.

9d

Replace General Fund Support for the Business Resources and Technology Link

In general, I would not support defunding Business Resources and Technology Link.

9e

Reform the Subsidy of the San Diego Convention Center Through Competitive Bid

The Convention Center brings tourists to San Diego, provides jobs, brings in TOT revenues, and the folks there do a great job. I would continue the subsidy as long as the benefits exceed the costs.

#10

Reduce Mayor and Council Staff Size and Budgets

10a

Reduce Mayoral and Council Budgets by $4.5 Million

I will continue to keep my council office budget as low as possible, and will rely on each council office to the same. If elected Mayor, I would reduce the current office budget.

10b
