WASHINGTON – Federal employees who have excelled
in the area of performance-based contracting will be
recognized later this spring with an award program sponsored
by The erformance Institute and the General Services
Administration.
The Excellence in Performance-Based Service Acquisition
Award of $2,500 will be awarded to a federal employee
or group of federal employees that showed leadership
and innovation in crafting a successful performance-based
contract in either 2002 or 2003.
Nominations will be accepted through April 9 and the
winner will be named at the General Services Administration’s
annual Federal Acquisition Conference & Exposition
in Washington, D.C. on June 2-3. This is the first time
The Performance Institute and GSA have teamed up to
recognize federal employees in this capacity.
“Employing performance-based contracts is a proven
strategy for eliciting the best results from contractors,”
said Carl DeMaio, president of The Performance Institute.
“The success of those contracts relies heavily
on the ingenuity of the federal managers who administer
them, so it’s important that we recognize and
reward the best and brightest.”
Nominees must demonstrate how the acquisition addressed
the performance-based contracting elements in Federal
Acquisition Regulations 37.6 as well as the Seven Steps
to Performance-Based Services Acquisition guide; the
role the nominee played in ensuring the successful implementation
of a performance-based approach; and how the performance-based
approach lowered costs or prices, and/or improved the
quality of contractor performance or required less contract
oversight.
The winner will be selected by a panel of judges consisting
of several government acquisition experts including
Carl DeMaio, president of The Performance Institute;
David Drabkin, deputy administrator for acquisition
policy at GSA; Deidre Lee, director of the defense procurement
and acquisition policy at GSA; Allan Burman, president
of Jefferson Solutions and former administrator for
the Office of Federal Procurement Policy, as well as
other public and private sector officials.
