PRE-CONFERENCE WORKSHOPS June 12, 2002
9:00-10:00 Registration & Breakfast 10:00-12:00 Workshop A: Fundamentals and Logic Models for Developing Performance Measurements for Environmental and Natural Resources Programs In
this application workshop, you will gain an understanding of what aspects
of environmental and natural resource management programs need measurement
and how to measure them. Specific
case examples will be used to illustrate the use of logic models to
identify candidate outcomes to measure.
A decision support matrix for selecting specific outcomes to
measure will also be demonstrated and discussed.
You will emerge with the skills to identify and develop performance
measures that track outputs, intermediate outcomes, and end-outcomes for
your program. You will also
learn how to reduce to the vital few the number of process –oriented
measures your organization needs to track to achieve most efficient
organization recognition. Among
issues that will be addressed: ü Aligning Missions and Desired Outcomes, ü Balancing Efficiency and Effectiveness Measures ü Ensuring Reliable Data Sources for Each Measure 1:30-5:00
Workshop B: Performance-Based Budgeting for Environmental and
Natural Resource Programs “No measures, no money.” Increasingly legislatures and policymakers require clear identification of what results can be produced in exchange for the allocation of resources. In this workshop, you will learn a framework for taking outcome and output measures for government programs and integrating them into your budget submission. You will also explore: ü Models and Examples for how Federal and State Governments are Including Performance Measurements into Appropriations and Budgets. ü Solutions to Redesigning your Budget and Accounts Structure to Include Performance Information, Measures, Goals and Targets ü Developing Clear Logic Models that Link Resources to Results Carl D. DeMaio, Reason Public
Policy Institute DAY
