But, before approaching the management reforms specified in the PMA, you have to examine program performance.  This template illustrates the functional areas of all government agencies.  It facilitates the process of determining how each of these functions – IT, human capital, financial management, competitive sourcing, and performance budgeting – support the achievement of an agency’s end goals.  Before addressing the PMA, government managers should develop logic models for each of their agency’s programs.
