Selecting Performance Measures
There are few perfect measures!
Emphasize a few key strategic
“indicators” of success!
In crafting your agency’s logic models, it is important to be deliberate about the selection of measures.  There are few perfect measures, and dealing with uncertainty in the area of performance measurement is inevitable.  In many cases, performance measures cannot tell the whole story, but they can provide red flags to indicate whether or not agency initiatives are successful.
Your focus should be on quality, rather than quantity.  Develop a few good measures, so that you don’t create a data burden for your program managers.  With the choice between 6 or 2 measures for a strategy, go with 2!  Put pen to paper to create a comprehensive list of indicators, and then refine the list from there by reducing it to those that are most useful.
