heart of this presentation. In order
to promote good performance in government, we need to start with a logic
model that links the activities of various departments and bureaus to
well-defined strategic end outcomes consistent with agency mission and
mandate. The logic model is a proven
approach for tackling the problems in government that we have discussed.
