The Bureaucratic Mindset
• “Who worries about results?  Nobody seems to care as long as we spend the money.”
• --A Federal Manager
•   June 1997 meeting on Results Act
Currently, the mentality among government managers is to not be too  concerned about performance.  How many of you have heard the term “year-end money?”  This quote is a good depiction of the difference between the public and private sectors.  From August 1st to September 30th, government managers are on a mission to spend everything left in the budget to safeguard their budget allocation for the next year.  The evaluation of program performance does not enter into this process.  No one is worrying about results.
