In addition to these pitfalls, let me add an additional caution.  The process that we are talking about here is not just about defining measures.  The measures are merely the tools to apply to reach your goals.  It is essential that you survey your agency’s systems for planning, evaluation, management, budgeting, and oversight.  All of these play an important role in developing and implementing a system for performance measurement.
